Purpose and Objectives

The Government Relations Committee studies all legal and legislative matters of concern and interest to libraries and librarians in the state; disseminates information concerning these matters to the membership; and makes recommendations for legislation to the Ohio Library Council Board to be submitted to the Ohio General Assembly. The committee assists the OLC staff and the Board of Directors in working with the General Assembly during any of its sessions by attending hearings and advising on pertinent matters. The committee also maintains a legislative network to work with library directors around the state to insure a complete advocacy effort.

Objectives

1. Monitor any and all information that might impact the Public Library Fund. Support any issue that would increase the state funding for public libraries.

2. Review any and all proposed changes to the Ohio Public Employee Retirement System. The OLC's position shall be to support legislation that insures stability of the fund while maintaining fair benefit levels. Communicate as much information as possible on OPERS to all OLC members.

3. Conduct a statewide survey that will provide public libraries the information they need to develop a strong statewide message on the importance of returning the Public Library Fund to a funding source that provides reliable, stable and adequate resources to provide the services needed by Ohio 's citizens to compete in the Information Age.

4. Develop an effective communications plan that supports Goal #3.

5. Strongly support OPLIN and their efforts to provide services to Ohio 's public libraries.

6. Look for opportunities for additional collaboration that will enhance public library service more efficiently and effectively. Provide legislative recommendations to the Local Government Collaboration and Reform Commission that will increase opportunities for collaboration between library systems.

7. Monitor federal legislation that may impact Ohio 's public libraries and their patrons.
