06/06/06 Governor Approves TEL Legislation
Governor Taft signed SB 321 on Monday, June 5. SB 321 is the legislation that included language to establish a state Tax Expenditure Limitation (TEL). This TEL language is part of a deal struck with Secretary of State Ken Blackwell, who chaired a committee that supported a TEL Constitutional Amendment. The TEL language in SB 321 is not as restrictive as the Blackwell proposal and does not include library and other local government funds. However, there will still be some “trickle down” impact from this new TEL on library funds. Since SB 321 is actually an appropriation bill, the bill will go into effect immediately. However, the TEL language does not impact state expenditures until the next biennium budget which will be introduced in February 2007.
