8/15/06  2007 LLGSF Certification

The Ohio Department of Taxation has released the 2007 LLGSF certification for each county. As is standard practice, the certification calculates library funding at its current freeze level through June 2007 and then reverts to the permanent law – or 5.7% of the state income tax -- beginning in July 2007. The certification is based on existing law. The next biennium budget, which will be passed before June 30, 2007, will impact library funding in the second half of the 2007 calendar year. This certification cannot anticipate any changes. Please note that changes in library funding could take place between now and when the next state budget is approved – the new governor will make his budget proposal, the legislature will make its budget proposal, and the legislature's task force on library and local government funding may have a proposal. Libraries should budget for 2007 from a rather conservative standpoint and not assume that library funding will automatically return to 5.7% of the state income tax.
