9/13/06 Certification of Local Government and Library Revenue
Each year, County Auditors certify the amount projected to be distributed through the local government funds, including the LLGSF. The basis of the certification is the Ohio Department of Taxation's certification released in July. The fiscal year of the state biennium budget runs from July to June over a two-year period. Therefore, every two years the ODT's certification is based actual budget language for the first half of the year, and permanent law the second half of the year. This has the result of inflating the numbers for the second half of the year. The ODT and the Ohio Library Council have distributed information about the certification to caution Directors and Clerk Treasurers about this "inflation" factor. The OLC has learned that, as a result, one or two county auditors have altered their certifications. Although this may mean that libraries in those counties may have to file changes in their Certificate of Revenue if the auditors estimate is incorrect, it should not alter the actual distribution of funds.
