12/23/09 HB 318 Passes; New State Budget Delays Income Tax Cut
Governor Strickland signed the new state budget on December 22. This legislation closed the funding gap in the current biennium budget by delaying the final 4.2 % personal income tax cut.
Recently, public libraries joined the Chamber of Commerce, Ohio Council of Retail Merchants, and a number of other organizations in supporting HB 318. Although this was a tough decision for many legislators, it seemed to many to be the most logical approach to dealing with the problem.
Since this legislation just passed, the Department of Taxation is still working on the 2010 Certification for the Public Library Fund. The OLC will send that certification to directors and fiscal officers and post it on the OLC Web site, once it is received.
The OLC would again like to thank all the library supporters and staff who contacted their Senators and encouraged them to take action on HB 318.
