ORE on the Web was developed in 2000, based on the Ohio Reference Excellence (ORE) Manual, revised annually 2001-2007, links updated 2008. Project consulting for original development, annual updating and revised content, instructional design, and web design by Deana Noack Web Design, edited by Jennyann Noack.

Photos of Ohio libraries, library stories, and reference questions were contributed by Ohio libraries. Original ORE Manual was developed by the Ohio Library Council's Reference and Information Services Division ORE Task Force and was an adaptation of MORE: Minnesota Opportunities for Reference Excellence and CORE: California Opportunities for Reference Excellence.
